Looks like Blue Mountain in Pennsylvia.

PA tunnels are more rounded and have the name on them.

Hence the name "tubes"(liberty tubes, Fort Pitt tubes)

Nope. At first that's what I was thinking. But then I dug up one of the photos I have of the tunnels there on Hwy 71 / I-540.
