until someone else gives you more information, I'll give you what I know.
When I got my first truck, the taxes involved were enough to make your head spin. I do know that if you are not for hire by other carriers, and haul only your own stuff, you are in a different boat than most truckers out here.
You will have to register the truck by it's weight, and pay a "heavy vehicle use" tax. Also, you must keep very accurate records on how many miles you drive in each state. There are a ton of programs out there that can do that for you, but nothing beats keeping good records.
If you become a member of the OOIDA, they can give you a lot of help in this area. You could also go to an accountant, but it would probably cost you more money, and be less helkpful in other trucking related issues.
For more info on the OOIDA, do a Google search for them.

Stop by a truckstop and pick up a Rand McNally Motor Carrier Road Atlas. In the front of the atlas, there is a wealth of information including phone numbers, websites, etc........for each state's DOT.
Here's the phone numbers and contact info for the 3 states you specifically asked about.
California

Website...... boe.ca.gov
IFTA.........916-324-2180

Your new truck if registered for 33k gvw I don't think that weight requires you pay heavy usage tax-
You have to have any applicable interstate/intrastate pemits to operate in the states you plan to go into/through -- if you are going to travel through several states you may want to look at an apportioned plate-you can still select the states you wish to travel in and through.
Your IFTA is usually issued by the state which you have your DOT # through-they are cheap, like $15 or so-
Fuel tax is paid by you quarterly and is based on the fuel you purchase and the miles you run in each state-
Here is the California IFTA site it has answers all your questions regarding IFTA and fuel taxes:
