Blue smoke, at idle and really pours out under load..Strong fuel smell with no oil consumption change...Very little , if any power change..
Had injectors checked, all A -O K!! Compression is lower than new, but still in an OK range..
I am told needs to be complete overhaul by a shop....
Any Ideas????

Check your air to air and your turbo. Definately sounds like a fuel system issue.
BTW, HOW did they check your compression? Did they make some sort of an adapter to fit into the injector hole??? No other way to do it but there. Besides that, you have to pull the jake brake off, to get the injectors out. Should have hosed you pretty good for the labor. If they didn't, they're trying to sell you a rebuild you may not need.
Get another opinion from someone you trust. Obviously you can't trust these guys if they stroked you on this deal.

I used to almost NEVER let anyone other than an engine dealer touch my engines.
Did they actually remove the injectors from the engine & bench-test them? If the tips are eroded, the spray pattern will be bad.
Are you sure you're smelling FUEL? If the impeller shaft seal on the turbo is going bad (usually the result of an impeller shaft bearing about to fail), it will smoke like hell.
Remove the air piping between the turbo & the air-to-air & see if there's a coating of oil in it- that's a symptom of the impeller shaft seal going bad. Grab the impeller inside the turbo- some end-to-end play is acceptable, but it should have NO up or down movement whatsoever. If any part of it is bad, replace the turbo.
Also, how is your engine's oil pressure? How much idle time on it, and how many miles? Ive seen many turbos fail long before the engine needed an inframe rebuild.

How many miles & hours you got on that Detroit?
I agree with Capt.Chaos that the best place to have this problem looked at is a Detroit dealer.
